Incorrect. There have been cases where the plane drove off the runway, technically causing an accident without the flight taking place.

Burst tyre on runway during take off
Bird/ debris in the engine during take off
Collision between debris/ obstacle on the runway
Collision with an object or vehicle (another plane, truck etc) between gate and runway

but technically all may cause an end to the "flight" even if its not left the ground, although some might still have taken off for safety reasons.
