Throughout U.S. history there have been people who would offer to pay for African Americans to move "back" to Africa because they didn't want black people in the same country as them. After World War 2, leaders of various countries offered Jews their own 3rd world country. Emotionally damaged by the Holocaust, many accepted this without realizing the implications of such an offer.
