The Speech and Debate Clause is only a hedge against civil litigation.

If violation of Civil Rights under color of law is a crime and the SCOTUS rules that a state's voting districts map's divisions are unconstitutional, orders the offending state's legislature to re-draw them; but the legislature's majority ignores the SCOTUS' ruling in favor of the existing map, does it not follow that they should be prosecuted under the RICO act?
