The banks colluded with an organized campaign hiring 20,000 robosigners- a bunch of kids working for $10/hr to sign off on as many foreclosures as possible. They had contests, $500 for the most foreclosures in a month.
A foreclosure is supposed to be tons of paperwork to make sure nobody gets evicted by 'accident'- these thefts were processed too fast with forged documents.
Remember Occupy Wall St? This is what they were protesting- but the infiltrators and media shut down another people's protest.

Were any of the people behind on their mortgage payments?

if they were, then you foreclose over several months as has always been the case- you don't hire teams of people to sign falsified documents. This is not in doubt, read Matt Tabbi's original foreclosure scam series, or Obama's "Foreclosure Settlement".

If they were behind by just a single month I might agree with you, but if it’s more than 60 days overdue, then I agree with starting the foreclosure proceedings
