Joseph was allot stronger in Part 2, ever since the end he actually stopped trained his hamon as much. (Hamon makes you stay young and that's why he got old)

Like how The World gets a power boost in the final battle after drinking- [SPOILER], and after part 3 Star Platinum gets a bit weaker because Jotaro doesn't get into fights as much
