The war came from the division of Vietnam after the French-Indochina War in 1954. The agreement to end that war called for a national referendum, which would have elected Ho Chi Minh as President. President Eisenhower did not allow that vote to take place. This kept the country divided. And we had troops in South Vietnam a decade before the Gulf of Tonkin incident. As always, a failure in foreign policy is an orphan.

Nixon presided over a war he promised to end, for his entire presidency. Our last military personnel did not leave Vietnam until 1975, with the fall of Saigon. By that time the Watergate Scandal had caused Nixon's resignation and Ford was president. He promised "Peace with Honor," and delivered neither Peace nor Honor.

The CIA had nothing to do with Watergate. A couple of retired operatives and a few former contractors from the Bay if Pigs group did staff the "Plumbers." What I do know about the CIA is that most of what they do is boring and competent. And, by law, you will never know about it. Agencies whose successes rely on secrecy seldom seek publicity. People who are interested in how such things work should read, "The Invisible Government."

I met a guy who told me that he had been a radio-intercept and analyst and complained about the quality of voice messages from a certain country's aircraft. A couple of months later the quality improved. A CIA operative had heard his complaint. He surmised that the country in question needed better Throat-Mics in their aircraft. He arranged for the sale of Mics at a discount from a company in a third country. Good CIA personnel see opportunities not obstacles.
