I would say yes as long as you keep it accurate and not out of chart since you are basing them off a culture, also make you sure to spoil them or add a warning if they are too eyestraining in general to not accidentally hurt someone's eyes
but in general having an oc that is a walking highlighter is ok to
me even if they are cringe go wild👍

I GOT AN ANSWER TO THIS!!
So, bright colors are very iffy because if you don't match them right, the character will be hard to look at and not that appealing. So take Lipse here for example. By keeping the color pallette simple yet still bright and chaotic to match his character, she ends up having a nice, recognizable design! Meanwhile if I were to, let's say, make everything a different color and nothing be the same shade, the character would be confusing and too busy.
So all and all, yes. It is ok.
