I agree that belief is not a requirement of disseminating propaganda.

My observation is that some of them doing so, based on their passionate defense of the propaganda, have been sipping the Kool Aid, "gettin' high on their own supply" so to speak.

That makes me laugh at them.

The only way to defeat propaganda is by continuously assaulting falsehood with fact.
