Outlet on the ceiling

Those are used for something like a projector so it’s not totally useless

I see no issue with 2, if you need it for something then you have another, if you don’t it’s fine. Also, I’ve never seen just one outlet anywhere, it’s always two or more.

I'd be curious to hear the thought process of whoever decided to put those there. Must have been an interesting conversation. "So you need me to put two outlets on the ceiling?""yeah, then I can plug my phone in the ceiling when I'm on the couch.""... You're the one paying..."
