Maybe the Wall Street Journal found the quote from somewhere else prior to 2012. This article talked about Spain's 10-year bond yields falling to 5.8% from a recent high of 6%. Spain's economy was deteriorating back then, which economic growth was critical for Spain's debt sustainability.
