are you trying to make GIFs longer than this? the framerate usually gets very bad very quickly with longer GIFs

At times for some reason, the frame rate is better for these with imgflip pro.
Is that a feature of is it some kind of imgflip pro only?

There is no frame rate cap.
This is a 120 FPS GIF:
However, it's less than 1 second long and it's looping.

On Pro GIFs, the maximum frame capacity is higher. This results in better frame rates in longer GIFs.
