WE SHOULD BE ABLE TO SEE COMMENTS ON AN IMAGE WHEN THE COMMENTS ARE DISABLED. IT MAKES NO SENSE THAT ALL OF THE COMMENTS HAVE TO DISAPPEAR INSTEAD OF JUST REMOVING THE FUNCTION TO COMMENT ON AN IMAGE.
