Exactly! For anyone that watched the Jan. 6 events live on TV, the protestors casually walked up and stood on the steps long before the obviously federal agents climbed the wall. Also, the average American could not scale a wall so adeptly. Plus, the average American, excluding Jamaal Bowman, would take the stairs and not think to climb a wall to get to the 2nd level.
