Various people even within the government deemed people who use the clown emoji to be violent extremists after people who weren't even violent started using it to mock absurd things being pushed on people, calling modern society "clown world." This was seen as offensive because it mocked progressive ideologies and so they basically just said that anyone who uses that is committing a crime. In some places it is getting banned... for making fun of absurd things... like incriminating people who use a clown picture to call something silly.
