He DEFINITELY wanted a pandemic, just not the accidental one caused by incompetence in the Wuhan lab, which resulted in a unintentional leak.
He wanted the pandemic that the CCP would unleash during China's attack on Taiwan, just to give the rest of the world something else to think about.
That's why there was urgent gain of function research, paid for with US taxpayers' dollars. It was all about the development of a viral weapon for China's use. And it wasn't simply gain of function. It was about an effort to develop a virus which wouldn't have as much impact on Chinese people as on other races.
People can doubt that all they like. I've been making that claim since 2020, and there's no other explanation that fits the facts.
