On mobile, no clue, but for pc or laptop try Pencil2D, i started using that, its really easy to use, the UI isnt menacing, and there is a tutorial series on youtube if you do get stuck on how to do things with it

However there arent many brushes to work with and the smudging is wonky, but if you dont care about that id say definitely try it
