I mean God is just and merciful and making animals soulless does not sound merciful at all. So given his character I'd assume he'd want us to see our pets after we die

You could say that with our loved ones too, but not all loved ones will be in heaven, since not everyone will want to accept God into their hearts :(
Even though we'll be in heaven one day, there will be things we won't have/things we won't be seeing again
