There simply are less, period.
The downturn was rather visually apparent, and it had to do with the Biden regulation that incoming had to show proof they applied for refugee status in another country en route to the USA, otherwise they'll never get any status here. Of course, once hordes should become able to show that they did in the future, who knows what increase there might be, but for the time being....
