The Multiversal Laws of Warfare

(1) No chemical warfare. Anyone who uses a chemical weapon shall be subjugated to the destruction of all knowledge of said weapon. This includes the destruction of any recordings and the executions of anyone who has the knowledge retained in their memory.

(2) No bio weapons. Any bio weapons not limited to beings revived for warfare purposes, consciousness implanted into machines for destruction or warfare purposes, Cybords meant only for killing, etc. Anyone found guilty with the creation of a bio weapon shall be put to death, and the bio weapon will either be killed, shut down, or accepted as a civilian.

(3) no destruction of planets no matter if it justified or not. Anyone who destroys a planet shall be put through immense pain to simulate the amount of people killed. If one doesn't show up to court than he/she/they shall be hunted and either put through an immense pain simulator or shall be fined with a $100,000 bill.

(4) No nefarious treatment of POWs. A POW shall be treated like a normal prisoner. Anybody who commits nefarious acts on a POW shall have the same acts inflicted on to them for the same amount of time the POW suffered from. Those who do not admit to any nefarious acts against a POW shall be interrogated until the truth is out of them

(5) No false surrender or any kind. Those who falsely surrender shall have their general, major, or strategist interrogated. If the General, Major, or Strategist do not admit to ordering their troops to false surrender then they shall have their strategies purged and their memory of the strategies wiped. If the strategist is a robot then the robot will either be shut down, scrapped, incinerated, factory reset, or its memory purged.

(6) No children in the military. Nobody under the age of 18 shall serve in the military. Any minors in the military shall be returned to their family and if they survived any battles then they shall get proper therapy. Any robotic children shall be returned to their owner or creator. Their creator or owner shall be fined with $100,000 and be interrogated.

(7) No overkill in any fields. Overkill shall be fined with $900,000 and have their rank in the military revoked down to Infantry for a year. Any attempts to regain their previous rank shall be met with a firing squad by their squad mates. Any resistance to shoot the war criminal shall end in revoking of rank down to Infantry for 6 months. Overkill can be classified as the following, Setting firearms or plasma sword to max level for a single man, blasting a single man with a Phantasmal Ballista or any vortex cannons, activating explosions on a single man, blasting a single man with a power crystal laser, etc.

(8) no mass genocide. Mass genocide in any way shall result in automatic death sentence by firing squad, death penalty, lethal injection, or being killed multiple times. If mass genocides are continued to be done than the war criminal commiting the mass genocides must be eradicated from all realities.

(9) no killing of civilians. Anyone guilty with killing civilians shall immediately be dealt with. The punishments for killing civilians are as followed, the death sentence, firing squad, lethal injection, starvation, etc. The more civilians that are killed shall make the punishment more harsh.

(10) no unfair court cases based on where one is from. If an individual is intentionally sent to a prison camp dispite being innocent because they aren't from the universe the court is in is a violation of the Multiversal Laws of Warfare. The judge must be fired and have their salary revoked.

(11) No torture. Torture of any kind is a clear violation of the victim's civil rights. Torture shall be responded with death via lethal injection, death penalty, firing squad, or execution. If one doesn't show up to their death sentence then they shall be hunted.

(12) No misuse of a flag intended for surrender or truce. Anybody who misuses a flag of surrender or surrender shall be put to death and the flag will be ripped, incinerated, or dropped in acid.

(13) No taking hostages. Anybody who takes hostages to get what they want must be killed once or twice.

(14) No attacking any U.M.P personnel. An attack on any U.M.P peacekeepers or workers shall result in an $150,000 fine. If the fine isn't paid then one must serve a life sentence in prison.

(15) No sexual crimes of any sort. Anyone who commits a sexual crime shall have a life sentence abd serve prison time indefinitely. If the war criminal escapes prison and they commit another sexual crime then they shall be executed.

(16) No attacking or bombarding any settlements not defended by military. Anyone who attacks or bombards any settlements not defended by military shall be fined the building cost and an extra $1000

(17) No overuse of magic, powers, or abilities no matter what one is. Any overuse of magic, abilities, or powers shall lead to the weakening of their magic, abilities, or powers. Repeated overuse of the abilities shall lead to the revoking of the beings magic, abilities, or powers.

(18) No attacking peaceful universes. Attacking peaceful universes shall be punished with the lack of trade and resources from other universes. Universes who still trade with the universe that attacked a peaceful universe shall be fined $100,000,000. If the universe continues to attack peaceful universes during or after the punishment then all trade with that universe shall stop until the war criminal universe learns their lesson.

(19) No using planetary level destruction explosives. Any use of planetary sized explosives shall lead to death. Anyone caught with a planetary sized bomb shall be given two options. Option one; hand the bomb over to the U.M.P and be fined $300. Option 2; The individual detonates the bomb on a remote area, ex: an asteroid or remote planet. If one refuses both options then the possessor of the explosive shall be put in Universal prison.

(20) No misuse of Power Crystals. Power crystals such as the Crystal of Creation, Reality Ruby, and Power crown must only be used for work purposes during warfare. Any misuse of Power Crystals such as Murder, R*pe, or theft shall be met with death.

I would just have it so they have to swear to use them only for good, and if they don't they are on a watchlist until they do. But of course if they use them to commit crime or break their swear by committing a crime they would be punished.
