Admittedly, if I were a teacher, I wouldn't be too hard on smokers, provided they at least do it in the hall or outside or the lunchroom or something. You know, somewhere with more space and better ventilation than a crowded classroom. Because, teenagers smoke for the same reason that adults do: it relieves stress, anxiety, and depression.
