Looks like someone took a dog or something, shoved a fish (????) where its neck used to be, then burnt its appendages with a blowtorch?

Where's the tail?

It's been a practice for a while to cut dog's tails off at birth. It's obviously pretty outdated and useless, but it's still practiced sometimes. If someone killed their dog and skinned it to do this to it, I'd imagine they wouldn't care much about that.
