I'm not even really sure. I can see it in my head but idk how to describe it better than how I did in the image

I always just do dots but then if I make them like comically large I put a white circle with black dots

I don’t usually draw stick eyes, but my tip is to just add an extra line or two to mimic different expressions such as looking to the side or being shocked.
