born with phykic powers, so they get kidnapped and are trained how to control them. if they master it by a certain time limit they are employed as an agent of the imperium until they die, they don't have a say in it.

if they fail to control their powers in time they get taken to the golden throne and have their phykic energys drained to help keep the god emperor alive.
