Like a third of the time a spawn in a fortress, the other 2 thirds I spawn 2000000000000 blocks from a fortress, bastion, or even a ruined portal.

Have you been walking straight forward this whole time, or do you travel diagonally?
If straight, it might be bc you're walking in chunks where structures don't spawn .-.
