If it's not listed in the Constitution then it goes to the States! It practically spells it out in the 10th Amendment! It ain't frickin' rocket science!
The Constitution is a document that limits what the Government can do. Anything not SPECIFICALLY enumerated to the Federal Government is reserved for the STATES.
It is NOT a conundrum in the least, if you have common sense and can read English.
