Well, Its made with Gacha Club/Gacha Life which is a chibi dress up game in a way, and some deranged users choose to make "Heat" by using poses, clothing and other things in a sexual way

Those deranged users are also the main reason why the Gacha Community is looked down on and is given a bad name/reputation

Tbhf the gacha community may not be perfect but not as bad as GoAnimate and it's community as well as the sexualized ones especially the animalistic shit
