Are you even a real Colonel? If so, there should be no doubt in your mind about him stealing valor. Even those within the ranks can steal valor. Valor earned through fraudulent ways is stolen valor. He pretends to be a woman and became an Admiral. Sounds stolen to me.
On your point about him pulling out his mother, I don't doubt that for a second. Clearly, he has some damning inside information. It wouldn't surprise me if everything he's done, including trying to be a woman, is out of very nefarious reasons. They probably gave him the rank of Admiral for playing along with such a ruse.
