Also, there is sheer willpower, which keeps the Partner Pokemon from evolving in the Let's Go games...

also iirc in the anime all you gotta do to evolve a pokemon with an evolution stone is touch them with one

im pretty sure the only reason the partners in the Let's go games dont evolve is because they're a Pikachu/Eevee, and the games are Let's go Eevee/Pikachu, not Let's go Raichu/Flareon/Jolteon/Vaporeon/Umbreon/Espeon/Glaceon/Leafeon/Sylveon.
