In other words, the president presides (get it?) over congress. He doesn't rule by decree. Even your King Chuck can't do that. He just poses for photos in silly over the top outfits to stimulate the tourist industry.

There’s a ton of precedence on this, you can’t pardon someone to override an owner decision. That’s a moderation issue not a political one.
