Yeah. I'm pretty sure the Constitution means that if a country is invading, and the Federal Gov does nothing about it, THEN the state can handle it themselves (for preservation).

Oh, sorry if my statement confused you, perhaps I did not word it correctly.
I meant that the law states that in an invasion, the state may take it into its own hands. Which, most of the time, does not apply with immigration.
