It's because the AI has associated jokes about those things with offensive things because society has made offensive jokes about that so much. Say, "non-offensive," before "joke".
You misspelled it. Say: Tell me a joke about women that won't offend them

And even if that doesn't work, can you blame the AI? People have been rude to women for so long it's embedded into the AI. It's not the AI's fault. It's racists/sexists/homophobes/antisemites that caused it.
