Unlikely, the dilophosaurus portrayed in Jurassic Park seems to be an effective hunter, and the venom seems like an escape resort or for catching faster prey due to the induced paralysis and blindness. Unlike a bear in real life which will eat you alive due to being omnivorous, not specifically catered to killing but foraging and hunting, the dilophosaurus is more of a hunter, similarly to a feline in real life which will simply snap your neck or pierce your brain rather then claw you and eat you alive.
