You do know that’s not the right punctuation for actions on roleplay… right? Unless they are saying that, you wouldn’t use quotations you would use Asterix before, and after the action

For example, an action would be *Releases Tear Gas among the LPD*, while quotations would be “kill the Jews”, understand?
