Except the problem with removing all pictures is, they don't know if they confiscated all images that show his face or not. 4 pixels is all it takes to trigger his rage state. In that one breach on the wiki, it says it was caused by a old man looking at a picture he took of himself on a mountain years ago, and he noticed a weird colored patch of snow in the background. That "snow" was 096's face and thus, 096 entered his rage state and went to kill the man.
