PLEASE add a feature to ban people from voting or flagging on a stream

downvoting is the least horrible one, since it doesn't do anything but give the downvoter points.

if your comment got enough downvotes for that, the problem is not about the banned user right?

They can downvote literally everything you comment, thus giving you the reputation penalty.

what is that

A feature in which you get a small cooldown between comments if your comments get downvoted enough. It was likely supposed to prevent people from spamming hate comments, but people abuse it and downvote spam users so they cannot respond at their own pace.
