It makes sitewide ban pretty pointless
If site ban becomes togglable by a user, some rule breakers would just post in their own stream with the site ban bypassed, such as posting porn or harassment

fix: make a stream only sitewide banned people can see and post in and call it "Personal_Hell". kinda like suspected cheaters in games can be put in cheater only lobbies
