Not featured is if it was disapproved in the approval queue, unfeatured is if it was approved but then removed from the stream.

"Not featured" means it isn't elligible to the imgflip TOS according to the moderator and it won't get featured.
"Unfeatured" means it was "deleted" by a mod that didn't agree with the other mod that approved your image because they either are a better mod or just an asshole.
