Target Locke (the Halo 2 Anniversary cutscene this is taken from) takes place during the events of Halo 5: Guardians, between when Locke and Osiris met Arbiter and when they hitched a ride to Genesis on the Sanghelios Guardian. It presents Halo 2's story as a re-telling of the events from the Arbiter's perspective, which I like. The VISRs we can see in the background belong to the other members of Fireteam Osiris - the one that is focused on here is that of Holly Tanaka.
