Copy a link to their account and send it to imgflip HQ via the "request image removal" button on the bottom of the screen. Also include a link to what they did wrong. Imgflip doesn't delete users simply for being annoying or whatever.
Alternatively give me or one of the other mods the information and we can look into it.

If you're reporting someone where secretcy is necessary for whatever reason, reporting me for eating too many bananas for instance, use the "feedback" button near the bottom of the screen. That way only imgflip HQ will know about it, as opposed to everyone.

I was going to report imgflip.com/user/justacheemsdogehatingclub because JustACheemsDoge keeps banning him, but he didn't do anything that will make me HAVE to do it
