I guess technically she is because she pretty much imprisoned the Dragonets of Destiny after Blister told her too, and they all nearly died as a result from the skywing bombing. Furthermore, the whole Anemone situation where she was tethered to her and almost forced to marry a certain dragon we all hate who pretty much wanted to use Anemone for power (and is probably a certain thing everyone say’s about him).
I didn’t really consider her a villain, but I can see why some people would due to monarchy stuff that happened while Blister was influencing her. She also regularly forgets about her 36 sons or however many she has because she’s busy trying to protect Anemone from dying due to the fact all of her daughters were killed while they were still in their eggs (which took Tsunami destroying a statue to figure out what happened).
