The USA was founded on biblical values mostly by Christians. The Bill of Rights are biblically based, but it's not as if the founders believed that a Christian God gave humans magical rights but that all people had these rights from birth. It took another 100 years for the rest of the country to catch up to that idea. It's like when someone calls a genius "ahead of their time", it's really the people who are behind the times.
