You’ve got the ability to add rules, so just make it a rule to flag innocent images.

If you're talking about a rule to disallow flag-spamming, there is no way to implement the rule. Which is why we never made one.

However, the action comes under Spam and the user is always held responsible for it- usually resulting in a ban.
Again, it does nothing to stop the spam; mods are expected to be patient enough to click Ignore as many times as is necessary.
