No, but their government will.
100% of the time, a country's government is acting on behalf of themselves and anyone who could profit from it. I guarantee that the common people of every nation does NOT want war. Everyone just wants to be able to live their own lives. Unfortunately that's never portrayed, at least not when one controlling party has any amount of control over their media: both national and international. They need a villain story to keep people scared and angry so that they'll keep them in power.

Every government involved is trying to scare someone. It doesn't matter who's winning the war if their people suffer in the process. They don't want war, we don't want war, no one wants war, and many of their livlihoods have been lost as normal people have been vilified by the world stage when they had nothing to do with it.

With war, everyone loses except those fortunate few in the high towers who couldn't suffer from it.
