Legendary/Mythic Pokemon tier list (comment your thoughts and sorry if the list looks scrunched up, idk why it’s like that)

I have so many mixed feelings.
Zacian and mega mewtwo being in the top tier throws me off, because I really don’t like them, but I understand someone else liking them. Koraidon is my favorite legendary, so there is some mutual love there, and Reshiram and Giratina also being high up makes me feel good.
BUT WHY IN GODS FLUUKING NAME IS COSMOG HIGHER THAN MANAPHY?!!?

I can definitely say with confidence that these 5 belong in the top tier:
Eternatus (Eternabeam and Dynamax Cannon)
Arceus (Do I even have to explain?)
Ultra Necrozma (Extremely powerful)
Urshifu (Rapid Strike is better, overall extremely good)
Victini (V-Create is OP)

I'll also say Chien-Pao, Chi-Yu, Koraidon, Miraidon, Genesect, and Zygarde deserve high level spots

I don't really care to much about Legendaries and Mythicals. In Pokémon games I'll add the Box Legendary to my team and the other legendary(Like Necrozma or Rayquaza) but never really use them
