That "unarmed woman," was a Veteran. She advanced in an aggressive fashion against armed people just after one of them shouted "Gun! He's got a gun!" She was trained to not do that. The officer was responding to a perceived deadly threat. If she was at Starbucks instead, she would probably still be alive.
It would only be "entrapment," if Goodman had lured them to the Capitol Building from their homes. Once they were on the property, past the signs saying the building was closed and past the barricades, they were committing a crime. By chasing him, they were continuing the crime. He used mitigation techniques that actually kept them from committing worse crimes.
