Bill killed off the Time baby which was one of the most powerful characters in the series, turned an entire town into statues, made reality altering bubbles, gave Mabel her own pocket dimension where she could get anything she could ever want, turned some objects of the town into monsters, shape shifted into multiple monstrous beings and not to mention he's pretty smart and manipulative

the only reason he lost was that there was a barrier around Gravity Falls and his ego got the better of him

and as Springlock said the Collector is easily manipulated bill could probably find some way to manipulate him

if that barrier around gravity falls wasn't there he'd destroy the whole world while having a party with his other monstrous buddies without a care in the world

collector can shape the universe
