That wasn't the case when the stream was first made. It was a time of crisis.
An owner had the bright idea to help rid the main stream of mod-request posts, incidentally, saving the poster from the "beggar" abuse as asking for it is usually the only way to be invited as a mod.
The place just went inactive on it's own, so MSmg owners don't really keep an eye on here anymore.
I remember inviting known users as mods when they posted a request here, it worked well for some time.
