"Article 4: Congress
Section 1: Congress shall be formed of 20 members. Congresspeople are chosen by the parties in a percentage proportional to the percentage of votes they got in the previous election. For example if Common Sense Party gets 25% of the vote in the election, they are entitled to 5 Congress seats, or 25% of Congress. All members of Congress are required to have obtained a free voter ID from the Imgflip DMV."
It doesn't specify which race this is being taken from, so I start by looking at the total votes across all elections, because that encapsulates all the votes any given party receives. If the math for that just won't work out clean, even with some reasonable rounding, I think I've gone to the HOC race specifically.
