Probably because the order of the gyms is mixed up
You're supposed to challenge the psychic gym 7th, which might be why

I honestly don't get why they don't give an order you challenge the gyms in and just let you go to whichever one you want. I guess characters telling you where to go IS an order, but that's just telling you where you SHOULD go, not where you HAVE TO go.
