Albert Einstein actually hated that his work was being used for such a purpose, and the US government actually designed it in the Manhattan Project. Einstein requested multiple times that this not be fully developed, but the US had other plans.
There was never a "plan" to drop it anywhere. It just so happened that Germany surrendered before the bomb was fully developed.
